[02] The generator
Build your ACR.
Five steps. Your draft saves in this browser as you go, so you can close the tab and pick it up later.
Step 01 / 05
Pick your edition.
The VPAT® comes in editions for different standards. The two below cover nearly every US buyer.
2.2 is the current W3C standard and includes everything in 2.1 and 2.0, except 4.1.1 Parsing, which it removed.
Levels
Need the EU (EN 301 549) or International edition? They're not in the generator yet. Ask us and we'll write it with you.
[03] How to fill it in
A report buyers trust.
Procurement teams read a lot of these. The credible ones have four things in common.
- 01
Test before you write
An ACR reports test results. Scan every page, then test by keyboard and with a screen reader. Every answer should trace back to something you checked.
- 02
Pick the right edition
Selling to US federal agencies? Use the Revised Section 508 edition. For most other buyers, the WCAG edition at WCAG 2.1 or 2.2 Level AA.
- 03
Explain every answer
Say which features fall short and how. “Partially Supports” with a clear note beats a wall of “Supports” that an evaluator can disprove in five minutes.
- 04
Publish it accessibly
The report itself has to be accessible. Post the HTML on your site or send the Word file, and update the date and notes when the product changes.
[04] The basics
VPAT vs ACR.
What the template is, which edition you need, and what each answer means.
What's a VPAT?
The Voluntary Product Accessibility Template (VPAT®) is a free template from the Information Technology Industry Council (ITI). Vendors use it to document how well a product meets accessibility standards. Once it's filled in, the document is called an Accessibility Conformance Report, or ACR. Buyers ask for one before they purchase software or digital services, especially in government and higher education.
Which edition do I need?
- WCAG edition: WCAG 2.0, 2.1 and 2.2. The general-purpose choice.
- Revised Section 508 edition: WCAG 2.0 plus Section 508's chapters on function, hardware, software and support. Section508.gov says federal vendors must use this or the INT edition.
- EU edition: EN 301 549, for European public sector buyers.
- INT edition: all three standards in one report.
What the answers mean
- Supports: The functionality of the product has at least one method that meets the criterion without known defects or meets with equivalent facilitation.
- Partially Supports: Some functionality of the product does not meet the criterion.
- Does Not Support: The majority of product functionality does not meet the criterion.
- Not Applicable: The criterion is not relevant to the product.
- Not Evaluated: The product has not been evaluated against the criterion. This can only be used in WCAG Level AAA criteria.
For what a full audit includes and costs, see our website accessibility audit guide. For the requirements themselves, see the Section 508 website checklist.

[05] FAQ
Questions, answered.
01Is this the official VPAT template?
It follows the official structure: the same required sections, criteria, tables and conformance terms as ITI's VPAT® 2.5Rev WCAG and Revised Section 508 editions (April 2025). ITI allows the template to be reproduced in other formats, like HTML or PDF, as long as the required content is there and the final report is accessible. VPAT® is a registered service mark of the Information Technology Industry Council, and we're not affiliated with ITI.
02Is it really free?
Yes. No sign-up, no email and no watermark. The small credit line at the end of the report is optional and switches off in the last step.
03Does my report data leave my computer?
No. The generator runs entirely in your browser. Your draft is saved in your browser's local storage, and the Word, HTML and PDF files are built on your device. Nothing you type is sent to us.
04Which VPAT edition do I need?
For US federal sales, the Revised Section 508 edition. Section508.gov says vendors selling to the federal government must use the 508 or the International (INT) edition. For most other buyers, the WCAG edition at WCAG 2.1 or 2.2 Level AA. State and local governments follow the ADA Title II rule, which uses WCAG 2.1 AA. European public sector buyers ask for EN 301 549, which is in the EU and INT editions.
05Can I fill out a VPAT myself?
Yes, anyone can, and many companies do. The answers have to come from real testing, though: automated scans plus manual keyboard and screen reader testing. A self-written ACR that claims Supports everywhere tends to fall apart the first time a buyer's accessibility team checks it.
06How much does it cost to have a VPAT written?
The template is free. Published price lists from accessibility firms put a professionally written ACR at roughly $350 to $950, usually on top of an audit, which runs about $1,250 to $5,000 for a small or mid-sized website.
07How often should a VPAT be updated?
Whenever a release changes the product's accessibility, and at least once a year is a common rhythm. ITI recommends changing the report date and explaining the revision in the Notes section.
08Does it handle WCAG 2.2 and 4.1.1 Parsing?
Yes. The WCAG edition reports WCAG 2.2, 2.1 or 2.0. 4.1.1 Parsing is handled the way the 2.5Rev template says: it's always Supports for WCAG 2.0 and 2.1 under the September 2023 errata, and WCAG 2.2 removed it.
09Do you have the EU or INT editions?
Not yet. They add the European EN 301 549 requirements on top of WCAG and Section 508. If you need one, get in touch and we'll write it with you.
